While town council remains engaged in evaluating the future of the Town’s Capital Improvement Program in uncertain economic times, the fact remains that we have an approved budget and specific project intentions for the remainder of the fiscal year. Below is an update on some of the larger projects:
Town of Hilton Head Island Fire Stations No. 1 (Shipyard Plantation) & No. 5 (Hilton Head Plantation):
The replacement of two Town of Hilton Head Island Fire Stations is progressing. Fire Station 5, at the front gate to Hilton Head Plantation, is scheduled for construction beginning in February.
The current station is not compliant with existing codes and needs substantial repairs. Over the past 20 years, this station has served the community well, but leaky roofs, recurring mold, and electrical problems have become too numerous to repair. Fire and EMS personnel will move out of the facility and into a temporary fire station at 18 Hospital Center Boulevard during construction, which is anticipated to take one year to complete.
Fire Station 1, located in Shipyard Plantation, is scheduled for replacement in mid-2009. Fire Station 1 has served the community for over 30 years. It has been remodeled several times to include the addition of a second floor. There are structural concerns about the building, and it suffers from damp moldy conditions like Fire Station 5.
Palmetto Bay Road Pathway, New Facilities Management Building, Fire & Rescue Training Facility, Resurfacing of William Hilton Parkway:
Construction has begun on the Palmetto Bay Road Pathway. This pathway will complement the Pope Avenue Pathway and provide convenient linkage to area businesses and attractions. Bundled with this project are turn lane improvements to the Arrow Road intersection with Palmetto Bay Road. Additionally, the overhead signage in advance of the Sea Pines Circle will be reinstalled on mast arms to match the traffic signals. The pathway work should be completed by February.
Work progresses on the new Facilities Management Building and the Fire & Rescue Training Facility, located side-by-side near Gateway Circle and Dillon Road. Completion is anticipated by mid-2009, and will result in improvements in operational efficiency and training capability for the town.
The South Carolina Department of Transportation is expected to commence the resurfacing of William Hilton Parkway this year. Many will remember that this project was part of the voter -approved Sales Tax Referendum of 2006. The work will occur in three phases over the course of three years with the first phase extending from the Whooping Crane Way/Indigo Run area to Shelter Cove Lane being completed early this year. Work is expected to be conducted at night, so minimal disruption to traffic is expected.
Simultaneously, the town plans to make three important intersection improvements within the same project limits. At the parkway’s intersection with Beach City Road, an additional eastbound left turn lane will be constructed. At Coggin’s Point Road, the westbound acceleration lane will be lengthened to provide a “weave lane” for motorists departing Port Royal. At Burkes Beach Road, a westbound right turn lane will be constructed, and at numerous locations in the median between Whooping Crane Way/Indigo Run Drive and Folly Field Road, curbing will be installed to better delineate desired vehicle wheel paths, improve drainage and enhance aesthetics.
All work is expected to be complete by early April in advance of the Verizon Heritage PGA Golf Tournament.
